Unable to customize a report I own?

Good morning. I have a report created via "Save As" from another NetSuite administrator, so I own the new copy.

I can edit and run the report as any of my NetSuite roles--except one role, the custom CFO role.

I can edit other reports as custom CFO, but not this one particular report.

The report is a relatively simple profitability report, ordered and grouped by a few custom fields.

How is it possible that a report can be locked like this such that one particular role can't use the Customize button even though the user owns the report?
