How to customize the report Budget vs. Actual by adding a Custom Segment column?

It seems that custom segments are not available in the customization "Budget & Financial" field group. They are only available in "Budget" fields group or "Financial" customization fields group. Therefore, we are not able to have the budget values and (vs.) Actual values appear in one line for each instance of a custom segment. Has anyone managed to address this?
