Is there a way to load in legacy file attachments to open transactions at cutover en masse?

A client has many thousands of open invoices and open vendor bills at any given time, all with supporting documentation attached in their legacy ERP. Is there a quick and efficient way to import these attachments into NetSuite and properly associate them with their respective transactions (on the Communication tab > Files subtab) for cutover data migration?
