How to setup Payroll Change Report notification?

I cannot figure out a way to create an automatic report or search to notify someone (in this case our CEO) when there are changes made to an employee's pay information. Given our small size, we have segregation of duties issues and one way to mitigate is to ensure she sees all changes. I can't believe this isn't a canned report!
