Stock Ledger report does not show Begining Inventory on Hand

I am working on customizing the stock ledger report and coming across an issue where some fields are empty that otherwise I am certain should include values.

Some of these fields:

BEGINNING INV QTY ON-HAND

BEGINNING AVERAGE COST

BEGINNING INV ON-HAND VALUE

This happens while we have builds and inventory movements, so for sure these fields should have some values.
