Project Task Cost Budget vs. Actual only shows 'Labor' cost budget

The default report Project Task Cost Budget vs. Actual only shows a budget when it's created on the Labor category of the specified task. Is there a way to also include other categories, such as 'Expenses' and 'Supplier'? The Project Cost Budget vs Actual already does this. Or do you need to create a custom report for this?
In my opinion it also makes more sense to show all categories, instead of just the labor report. The current naming of the report really makes it illogical that only Labor budgets are shown.
