How is Projected revenue [rules] calculated?

I've started administering my company's SuiteProjects Pro instance in the past 6 months, so I have inherited a lot of how the system works from the previous admin. One metric we are tracking is Projected Revenue, and in the past this was being used to forecast revenue for our projects. Now, however, we are finding that it is front-loading revenue for projects in a manner that means it's not suitable for us to use.

I've looked through the documentation a few times now and can't seem to find any information about exactly how this measure is calculated. There's a formula of
