COGS bug with sublocations

We're going in circles with what appears to be a serious bug in COGs calculations for items sublocations.  We spent 2 hours on the phone a week ago with support in a WebEx demonstrating the bug and so far have gotten nowhere.  Support could neither figure it out nor explain it so they logged a case for it.

Use Case/Scenario:
We have a sublocation that we want to use to store items coming for repairs or returns for our service department to work on before restocking in our main inventory location.  We have per-item locations turned on.

We have some items that have been placed into inventory at that sublocation via Credit Memo.
