Error: Adding access to this user exceeds no of licenses...

I have plenty of licenses and have removed access from one user and am trying to give access to another, however I keep getting this error message in spite of having plenty of licenses.

I've searched the UG and Help but can not find any answers. Does anyone know what I need to do to make this work??  Is this a known bug or am I doing something wrong???
