Users cant view Saved Reports since 2013.1

Following the rollout of 2013.1 our users are unable to view saved reports using Reports : Saved Reports : All Saved Reports unless they are the report's owner.

We have tried amending the Audience and Access rights in the Report Builder to no avail. Has anyone else encountered this issue or found a fix?
