Ordered shipping methods and footer

Is there any way to manually sort the order shipping methods as they are displayed during the Web checkout process?

Also, any suggestion as to how we can insert a footer onto the Shipping page to summarize the various shipping methods for customers ("UPS does not deliver on Saturday, bla, bla")?
