How To Set Ship Complete as Default for New Customers

This may be one of those dumb questions but for the life of me I cannot find this option.  Our standard shipping policy is to ship orders when all items are committed (unless otherwise specified).  By default, we can setup Sales Orders to check the "Ship Complete" box, but this field is overwritten when the customers "Ship Complete" checkbox (the checkbox in their customer file) is unchecked.  And, by default, all new customers have the "Ship Complete" checkbox unchecked.  So the question is: How can we setup new customers so the "Ship Complete" checkbox is checked by default?  Appreciate the
