how to do free shipping on one item only

I have 1 product that I do not want any shipping charged for.  Currently I have a table set up of 11% of total $ sale, plus .95 handling.
But on this one product, I do not want any charges for shipping.  Shipping is a fixed part of the price.  I got the following answer back for NS, but do not understand if it will work for me, plus they have not answer my inquiry back to them.  Can any one else make sense of their response?
