Shipping Challenges with UPS Integration

(1) How to create/process a UPS Shipping Label for a shipment from one Location to another Location without a Sales Order? 

Use Case: an inventory transfer or other intra-company shipment.

(2) How to create a UPS Shipping Label to transfer items on a Sales Order from one Location to another Location rather than to one of the Customer's addresses? 

Use Case: Items sold to customer require in-house programming as well as on-site installation.  So, after a Customer places a Sales Order, my PO items are first delivered to My Location 1 where My Employee A programs the items.  Then, the items are transfered to My Location 2 via UPS.  My Employee B receives the items at My Location 2 and personally takes the items to the Customer's site to perform on-site installation.
