"Shipper Country required when using real time rates"

When I go to fulfill an order and click on little calculator next to "shipping Cost" I get error message saying "A Shipper Country is required when using real time rates"  My company's info shows United States, customers show US, etc.  Has anyone seen this and what do I have to do to use this calculation feature for UPS?  Thanks!
