Shipping to APOs

We're trying to set up our web store, and the shipping items we created for U.S. (UPS, etc.) are not listing as options when we put in an APO armed forces address. In fact, no shipping options show up. How can we force NS to recognize those addresses without opening the ship options to all countries?
