Lock fulfillment when terms are "Credit Card-PrePay"

We want to prevent an order from being fulfilled/shipped until the customer's credit card has been run and approved.  Only some customers need to be pre-paid due to credit issues.  These are NOT web orders but in-house.  Can this be accomplished with a workflow or some other means in Netsuite? Thanks!
