able to edit Item fulfillments in new release

We are unable to edit the item fulfillment records, always for some roles, and sometimes for other roles. All roles are assigned "FULL" for item fulfillment.
The admin. role is able to edit them all the time!
There must be a new setting we are not aware of.

Has anyone have the same problem?
