no "Specials" category

The way I read the documentation, it seems that specials will automatically show up on the welcome and catalog pages. Are they supposed to show up in a new tab or in the left nav? Do I need to create a Specials category? Then I have to manually add the items anyway, seems like the options on the item record is useless....any clues?
