Discount Items Question

I am reading the help article on discount items (https://system.netsuite.com/app/help/helpcenter.nl?topic=CARD_-29) and I had a question about this line:

"Line-item Discounts

When a discount item is applied on a sale, it reduces the line-item amount that precedes the discount item either by a percentage or flat rate. A discount item added in-line is never applied to all items on the transaction.

In order to apply a discount to all items on the transaction, you must choose a discount in the header, as described below."

I am trying to make it so that when a customer buys 1 of a certain product they get 10 dollars off. If they order 10 of those products they get 100 so it is applying the 10 dollar discount on every one that they buy of that particular product. Is this the same thing as what is being mentioned above? If so where can I find this header area?
