I was surprised to learn that on item fulfillments, when my shipping folks look at an item fulfillment and click "History" they can't see history for anyone but themselves.

What I know:
- it is a role-based issue; I can view all as Admin, but not as another role

We have the following set up:
- Transaction History = View (even if I put it to full, doesn't change this limitation)
- Role set up with no employee, department, class, location restrictions
- Do Not Restrict Record Viewing, Do Not Restrict Employee Fields both checked (although seem to have no effect).

I see no other permissions (which are very difficult to navigate by the way) that would seem to toggle between "only show me my own actions on this transaction" and "show me ALL history for all users on this transaction".
