Sales Tax Groups Unable to Edit Zip Codes

Is this an issue or is there a reason why I can't edit the zip code field on Tax Groups?
I imported the tax table for IL, BUT I was unware that we only collect state tax for IL, so I deleted all the IL groups that have city & county taxes BUT I need to add the zip codes for those cities to the state tax group.  When I try doing this it just sits there forever.
Anyone have any suggestions.
