State Sales Taxes applicability

This is probably more suited to an accountant than NetSuite experts
This pertains only to California. Is it a correct statement to say that if you are charging sales tax to a customer in CA, it's always based on the county to which the customer belongs? If yes, is it a universal rule (within CA) or are there exceptions to this rule (that is we might have to charge the city tax plus the county tax etc)?
