Purchase orders

If a purchase order is written for a quantity greater than what is received and billed and we know that we will never receive the difference, do we need to edit the P O to the correct quantity so the status of the P O will be correct.

We have some P.O. with status of 'pending receipt' or 'pending bill' but that is not the case.
