What rights needed to see/edit GOGS,Asset,Income Account on Items

I want our inventory person to be able to create new items and assemblies.  He can except, he uses the exact same forms I do, but on his forms some standard (not custom) fields are missing.  The fields he is missing on the Assembly/Bill of Materials form are:
GOGS Account, Income Account, Asset Account, Bill Quantity Variance Account, Bill Price Variance Account,and Bill Exchange Rate Variance. 

He needs the COGS, Income, and Asset Account fields -otherwise it defaults to the wrong accounts.  I've looked through all the settings of his role, but I can't seem to figure out what rights he needs to have these fields show up on the form.  Anyone know?  If so, thanks in advance!
