Can I have System notes for changes to Default Shipping or Billing Address?

How can I tell when a customer's default shipping address was switched from one address to another via the checkboxes? I can't find any audit trail or system notes on address changes. This has sales tax implications because our contract billing module uses the primary shipping address, which is then used for tax calculations.
