how to credit a customer without affecting inventory

NetSuite's standard functionality according to the help file says that a credit memo created from a return authorization has no impact on inventory; however, a stand-alone credit memo does impact inventory.

So how do we issue a credit of say $100 to a customer's account perhaps as a courtesy that is not related to inventory at all - ie/ we do not want to impact our inventory levels?

The answer according to netSuite is to do it off an return authorization, but if nothing is being returned why would you be creating a return authorization in the first place? It seems normal to me to simply create a standard credit memo but then what I've found is that it inflates inventory levels which is not desired.
