Template / HTML mismatch

This is NetSuite Case # 793833.

My mind must be going, I have been staring at this template and cannot figure out why the HTML is forming the way it does:

On the categories in the middle of the page, there are no Hyperlinks under the 4 - 5 Trees, 6.5' Trees, etc. There should be... I have looked at the template and it appears to me the template is formatted correctly but the HTML does not match the template.

What could be wrong?
