Safety Stock working correctly?

We recently noticed the system outing us on several items due to a slow demand.  But for customer service reasons we like to keep those items in stock even tho they don't move very quickly.  So we thought we should set our safety stock level on those items to 1 that way we would be sure to have a small stock on these slow movers.  We after setting all the safety stock levels to 1 we went to the order items page and the system still was not offering these items to be ordered?  Doest the system need to run
