Kit Item Member Inventory Management

Let me describe my Issue, and please tell me if anyone has encountered something very similiar. I work for a promotional products company.

The application that I am using Kit Items is for Rulers. I have one piece of raw material that gets used for multiple types of rulers. At the time that the order is placed by our customer, we create the sales order, and I have my warehouse guys pull the raw material, and my production team does what it needs to be done, as in printing the scale and logo on the raw piece of material. I looked at possibly creating the rulers as an assembly item, but the problem is that we do not keep stock of the finished
