Approval without AVS street or Zip Match?

Is there a reason why you would get an authorization on a credit card with the wrong street address and zip?  I was trying to get a declined screen and put in the wrong address and zip and the card was still approved???  I realize that the transaction will be more risky so the merchant fees will be more, but what is stopping someone from using a stolen card?
