We are receiving a rediculous number of non-qual transactions and are trying to determine why when almost all of our customers have security matches.  Per Sharif at Merchant E Solutions, he claims that  "the issue could be that visa is requiring a tax value between 0.1% &0.22% in order to qualify commercial cards fro level II interchange rates, $0.00 amounts will no longer qualify these transaction."  Obviously we don't charge tax when tax isn't due (out of state or wholesale transactions).  According to Merhcant E, this is some type of secuity that Visa has recently added requiring merchants to verify
