Restrict Users to only use Saved CSV Import files and not have access to create new or edit existing

We have created mapped CSV import files for our Accounting Department to use to import all their files. We would like to restrict the ability for the users to create a new CSV import (as we have created these imports already in the system) and restrict the ability for the user to edit the CSV Imports that we have already created.

We have looked at the roles and the restrictions, however for every restriction we add the user can no longer use the created CSV imports.

We were considering using a workflow to possibly restrict the users if that would be an easier process to follow.
