Why does the Drop Ship Purchase Order does not show Customer's address and cannot be edited?

We are having an issue with a new custom role we created in NetSuite. When creating a drop ship purchase order from a sales order, the customer's address does not show up on the purchase order for the vendor. The drop ship PO is created with our company address on it as the ship to address. It also does not allow us to edit the address on that PO to change it to the customer's address.

There are 3 roles involved. We'll call them Role A, Role B, and Role C. Role A is a combination of Roles B and C. Role A is a combination of the other two roles because the person using that role needs to perform functions of both roles in their position. Role B works fine when creating a drop ship PO. Role C does not have the permissions to perform this function, as the job role does not require it.
