What is best way in Giving Access To An Employee to Approve Payables?

We would like to give an employee access to be able to approve bills similar to what the CFO does now - Vendors/Purchases/Approve Bills.

Currently this employee only has access to the Employee Center. Based on their role as a Manager they can approve expense reports and purchase orders.

Is there a way to add that ability to their Employee Center? Add a specific role to their employee profile that only allows this ability? They really don't need to do anything else.
