Project Rollup Budget subtab not displaying

Help, we have enabled job costing, setup project budgeting, we have not enabled advanced project budgets (WBS) and we have set budgets at the task level. We have checked the form and can see that the budget field groups, sublists and sublist fields are all present, and checked as visible, I am in the admin role and still, NO rollup budget page displayed and not matter what we place task settings at....NO Project estimated costs and No Project estimated revenues.
