Segmentation mandatory on Lease records

Hello,

In our environment, we do not manage to make the "department" field mandatory. The department is mandatory in the whole environment (General preferences) but on the lease record this is not the case. On the customize form page, the checkbox to make it mandatory is grayed out. Is there a reason for this limitation?
