Items Purchase Tax code not applied to Purchase Order if the vendor address country is not Japan

In Set Up Taxes, "Allow override rounding setting per Entity" is unchecked.

Advanced Tax feature is not used.

Verdor's Tax code is empty. Item's Purchase Tax code is given.

If country in vendor address is Japan, Purchase Order apply Tax code from item. If country in vendor address is not Japan, default tax code in Set Up Taxes is applied. Is this a system limitation?
