SCA - "gulp theme:fetch" returns "Error: Cannot find module '@sc-utils/ns-logs'"

Hi all, I'm trying to learn to customize the themes of our Suite Commerce site and am having trouble fetching my existing themes after setting up my developer environment.

I download the ThemeDevelopmentTools-24.2.30 from my file cabinet and create the folder for my environment

install the correct versions of Node.js and Gulp.js

Add my keys to my .env file 🤐
Run npm install. (also tried an environment where I fixed the vulnerability)

Now I'm here: NetSuite Applications Suite - Fetch Active Theme Files but when I run gulp theme:fetchor gulp theme:fetch --account 1234567 or really any gulp command at all,
