Purchase Order View Permission no longer allows viewing of PO saved searches

After 2025.2 dropped, I've had several users show me their dashboard reports for open purchase orders that show a permission violation. The current permission is set to "view" but no one can view the saved search, but they can still view the purchase order directly.

When I changed the permission to "edit," now everyone sees the search but i do not want these users to have edit permissions. Is this s defect?
