It appears that {now} and {today} return the current date and time....with time in the local timezone. If you use the SYSDATE function, the current date/time will show NetSuite's PST.

For us, the "official" records of this type of work are the invoices and the approved time records (as entered against a Project and and Project Task). Any after-the-fact accounting is performed against these records. We use the Sales Order simply to record what the customer asked for. Lots of ways you can do this.
