Thank you for your help. For some reason, it is working as you say, except for invoices. I have an open ticket and the NEtsuite team is looking at the issue.

But you were on the right track about it being an issue related to Track Landed Costs. I disabled the ability to track landed costs and am able to create an expense without needing an item associated with it. If the trade off is landed costs vs item expenses, I can live with this. Thank you for your help!

Thank you. I tried those steps and I still get the prompt to Choose an Item. I think it has something to do with Charge Based Billing. I thought I had turned that off in the Company Enable Features but I still get the message that doesn't let me save the transaction. I can use a bogus item called "Pay Bills" but that seems…
