Thanks for all the advise and guidance. Really appreciate it. I managed to build the custom workflow with the guidance of Tafara's notes and using SuiteAnswer Id: 36583. All is working as it should.

Thanks Micah, Just an update, I could not make the changes using a CSV upload, but editing the timesheets (removing the old time entry and re-entering it) made the changes to the utilization reports as needed.
