It isn't possible via script unless you're opening a record in edit mode and you get the record's field values in the beforeLoad function and set it to mandatory at that point. There doesn't seem to be a native way to do this as of now. There is also no existing enhancement for this so feel free to file it as a SuiteIdea if you please. Thanks!
