I believe that if Bill in Advance of receipt is disabled, NetSUite's native 3 way WF is validating properly.

Hi Angela Bayliss, did you manage to solve this? After spending hours on configuring the 3way match WF, running various tests we found out that indeed partial receipts was not working.
