I was able to resolve this issue myself. I started a Mass Update search, previewed the results and found the broken record, and was able to go into the record to delete it.

The customer will get an AVS mismatch error, and then they are trying to change the billing address in the Payment segment of the checkout flow. From what I can see, there's no way for them to update the billing address on the payment card itself. We're on SCS for our webstore.
