As of Aug 5 Malaysia Electronic Invoicing is available from NetSuite. This solution leverages the Avalara Global E-Invoicing integration and is available now. You can find the relevant SuiteApp in Marketplace.

I dont have experience with that directly, however EBICS also uses digital signatures.
