"Cash Basis" means promised revenue is ignored, only money you actually received is counted. In Netsuite terms, only Customer Payments would be considered, as Sales Orders and Invoices are still basically just promises of payment., not actual payment.

At this point probably nothing. It's more for someone just looking at stock SB. I'm not sure what the implementation costs for SC Standard would be. I imagine far less than SCA, since there is less you can do. Plus, with the WYSIWYG editors, you can get pretty far without the use of a developer.

I'm not 100% certain the Payment Processing Profile settings are the solution here, but it might be a factor.
