We're also experiencing the same issue with flickering screens and lists not populating in Chrome. I see the Defect 533355 regarding Text Editor; but this is different. Additionally, this is happening in our 2018.2 production account - so it isn't version specific behavior.

Same for us - we have login restored but barely anything is actually working.
