I have the same problem when I followed the SA article. Item Permission cannot be added to Customer Center role as it has limited of permissions only. Run Unrestricted also doesn't work. So basically that SA ID 78857 is not helpful.

Thanks! We have a client that requires their Customers to be able to convert Estimate to Sales Order once they have accepted it. I customized the Estimate - External form and found no Sales Order button on the Actions tab. I found no Enhancement in SuiteIdeas as well.
